A Journey of Healing: The

Our Centre was founded with a deep commitment to empowering Indigenous families through a Holistic Healing Program. Inspired by traditional Indigenous values, beliefs, and practices, we aim to nurture and build self-confidence, develop skills, and help our clients reach their full potential as community members.

Executive Director

Felicia Allingham

Felicia Allingham was born in St. Anthony, NL. She currently resides in Goose Bay, Labrador. Felicia is of Inuit and English descent and is a beneficiary of the Nunatsiavut Government.

Felicia has worked at Charles J Andrew Healing Centre since 2012. Her past responsibilities at CJAY include Finance and Human Resource Management. Felicia has excelled in her roles at CJAY and now fulfills the role of the Executive Director since 2019. Her love for children and passion for helping others and believing in CJAY's programming play a huge role in her success with the organization and fulfilling our mission in improving the lives of our Indigenous people.

Felicia has a diploma in Business Administration and holds certifications in Finance, Human Resources and Health Management. Gaining these professional certifications has helped the organization in maximizing resources, strengthening decision making, human resource management and enhancing the delivery of our program and services and leadership.

Ms. Allingham has two children, three granddaughters and a grandson. Her passions include her love for her family, continuous learning, and living and maintaining a healthy lifestyle.

Clinical Program Manager

Evelyn Winters

Evelyn Winters was born in Nain, NL. And is currently residing in Goose Bay, Labrador.

Evelyn is a beneficiary of the Nunatsiavut Government of Inuit and English Ancestry, she grew up at the tail end of the nomadic living where she moved from place to place to their fishing and gathering place of Kamasuk, brown’s river, Voisey’s bay and Nain, there were other fishing grounds we went to as well, her love for nature and land comes from those places, her family grew up with dog team for transportation until she was 11.5 years old, this is when her mother started to work seasonal at the fish plant and father and other brothers still fished and hunted at their fishing place, although Evelyn went fishing until she was 15 years old with her dad, she ended up working at the fishplant in Nain and started to see life changing as living permanently in Nain, until she moved away to Goose Bay in1987.

In 1996 she moved to Fredericton, NB where she went to STU and graduated from the BSW program in 2002, then came back to Labrador in 2003 worked in Natuashish and Sheshatshiu CYFS, until 2006, then started working with Dept. of Health & Social Development-NG on a contract for two years as a Community Healing Coordinator, then in 2011 to 2018 as the Residential School Survivor Coordinator within this position travelled with TRC as RHSW in Nunavik, NB, NS, & NL, also support work with MMIW to NS, NB, ON and NL.

Was involved in numerous travelling with Lawyers for the Labrador Residential School testimonies and different functions. Worked as a Community Heath Representative with Children Seniors Social Development form 2018-19, then started with Charles J. Youth & Family Treatment Centre 2019 to present date, first as the Youth & Family Case Manager then to present date as Clinical Program Manager. Evelyn has 2 son’s one is living in NB and the other living in Goose Bay where he has 3 biological children and three step-children, she enjoys taking care of the grandchildren who keep her on her toes. Another granddaughter who lives in Edmonton, Alberta.

Evelyn enjoys her work at CJAY with past personal experiences with 26 years of continuous sobriety has been a big accomplishment, that recovery and living a healthy life style has gained a lot of confidence and advocacy for our Indigenous communities. I have been blessed to have lived the tail end of the nomadic way of life that gives me pride of who I am today, I’ve seen many changes that people had to adapt to very quickly in the communities.

Operations Manager

Tammy Michelin

Tammy Michelin was born in Bonavista Bay, NL. and was adopted by a family from North West River at a very young age. Tammy is of Inuit descent and is very proud to be a beneficiary of the Nunatsiavut Government. Tammy has four children and four grand-children. Tammy received a diploma in “Community Studies, Youth & Adult Corrections.”

Tammy has worked at the Charles J Andrew Youth & family treatment centre for the past 19 years and fulfilled many roles. For the past 6 years been working in the role as, the Operations Manager and has gained certification with AFOA as a Certified Aboriginal Professional Administrator. Tammy has lived the life with Trauma.

Since a teen she has always had a passion to help others and can honestly say that every single day her heart is open to helping each and every client (my CJAY family) that arrives at CJAY. Tammy feels that she plays a huge role in fulfilling CJAY’s mission to improving the lives of our Indigenous people.

Counselor

Candi Montague

Hello! I'm Candi Montague, originally from Newfoundland but residing in North West River, NL.

I am the Counselor at the Charles J Andrew Youth and Family Treatment Centre in Sheshatshiu, Labrador. I have been working with CJAY since 2011, helping youth and families in their healing journeys through individual, family and couples counselling.

As a certified counselor, I try to incorporate mindfulness interventions and offer guidance to those whose quality of life has deteriorated because of addiction, trauma or mental health-related issues.

I take great pride in being a part of the CJAY along with being a part of our family's healing journeys.

Youth & Family Worker (Clinical)

Cassie Powell

My name is Cassie Powell, I was born in Summerville, Bonavista Bay, however I have been living in North West River, NL since 1973.

I have seen a lot of changes in our community. But the best part of it is watching my grandchildren grow and it warms my heart that I am able to be with them on a daily basis, with the exception of Covid -19 pandemic. My position at Charles J. Andrew Youth and Family Treatment Centre is Youth and Family Worker and I have been working at the Centre since 2006.

I plan on retiring there if I choose to retire. The best part of my job is connecting with the clients and being there for the families and watching the success during graduation. The reunification is the best news to here when the children are back in their lives. I am also a certified counselor through ICBOC (Indigenous Certification Board of Canada) as well as many other training tools required for my position and more.

Kimberly MacAulay

Hi my name is Kimberly MacAulay, the Administrative Assistant here at CJAY. I am a Nunatsiavut Beneficiary and have lived in Goose Bay, Labrador for most of my life.

I am blessed with 2 sons and 2 beautiful grandchildren I feel so proud to be a part of the CJAY team who so clearly change the lives of so many Indigenous people.

Clinical Cook

Natasha

Hi everyone, My name is Natasha and I’m the clinical cook at the Charles J. Andrew Youth and Family Treatment Center in Sheshatshiu, Labrador.

I’ve been at the Centre since 2008. For the first 6-7 years I was a youth and family worker. You will see me sometimes in the kitchen baking/cooking or see me running around playing hide and seek with the kids. I try to be as interactive as I can be because I love everyone’s company.

I have a son who is my world. I strive to be the best person I can be for him. He’s my rock and the one that keeps me on my toes. I love being able to get outside on skidoo, fishing and my favorite time of the year is the spring seal hunt. I am also a certified counsellor through ICBOC. "When life gives you lemons, make lemonade"

Nutshimit Coordinator

George Rich

George Rich is from Sheshatshiu, Labrador. George is the Nutshimit (Land-based) Coordinator.

George is an individual that is also dedicated to his family and as you can see laughter is a daily practice for George and he shares that with our clients. Clients enjoy his presence and life experiences.

Stephen Fleming

My name is Stephen Fleming From Happy Valley, Goose Bay Labrador. Been working at Charles J Andrew Treatment Centre since 2007. During those years I have worked in several positions and roles, currently I am working as a Youth and Family Worker on the land based team (Nutshimit Team).

I enjoy being part of CJAY and going on the land and helping families to be reconnected to the land and help them on their path to healthy living and healing.

My name is Kathleen Malleck and I am from Sheshatshiu, Labrador. I am the Land Based Family Support Worker. I have been working with CJAY since 2012. I am proud to support our Indigenous people and be a part of our team

My name is John Malleck and I’m from Sheshatshiu, Labrador. I have been the Cultural Advisor here at CJAY since 2012. I use my skills and knowledge of living off the land to help our clients practice their way of life, keeping culture alive for our people

Randy Rich

Randy Rich is from Sheshatshiu, Labrador. Randy has worked with CJAY since 2021. Randy loves his job and taking the clients skidooing, ice fishing and hunting for partridges. Clients really enjoy Randy’s spirit and his love for the land.

My name is Marissa Boothe and I am the Finance Coordinator. I have been a part of Charles J. team since 2022. It is a very humbling experience to be a part of an organization that seeks to support a holistic healing journey for clients. I like to spend my spare time with my family and also traveling when I can.
